  The rules look like they've been written with the best of intentions but could do with a good sub-editor to tidy them up. Over-inflated where they don't need to be, they appear to have got lost in a the middle of a committee with some sentences too rigid in their definition, and other with far too many loopholes.

There are inconsistencies of style - always a problem with rules written by committee but really should have been corrected before showing them to hoi polloi - and the promised "plain English" is nowhere to be seen.

Make the rules only understood by techies or make them simple to read without a knowledge of IP addresses and TLDs being required. The current draft is somewhere in-between and satisfies neither party.
